Chloe Gibbs is a senior economist at the Upjohn Institute. Her research focuses on the economics of education, particularly how policies affect disadvantaged children and families. She has studied early childhood programs such as Head Start and the intergenerational impacts of public investments. Gibbs holds a Ph.D. in public policy from the University of Chicago, an MPP from the University of Michigan and a bachelor’s degree from Notre Dame.
Previously, Gibbs was at the University of Notre Dame, where she was an assistant professor of economics and directed the Program for Interdisciplinary Educational Research. Gibbs also recently served as a senior economist with the President’s Council of Economic Advisers.
