Tim BartikIn an August 18 article on MiBiz, Institute senior economist Tim Bartik discusses the findings of his recent research on whether firms make location and expansion decisions based on economic development incentives they are offered. Bartik contends incentives influence firms’ decisions between only 2 percent and 25 percent of the time.
