Michelle Miller-Adams pens article for Washington Monthly

Institute senior researcher Michelle Miller-Adams contributed an article for Washington Monthly on how the Kalamazoo Public Schools "Promise" program affords low-income students in the district access to higher education. In the article which appeared on August 23, she describes the success of the Kalamazoo Promise in terms of attendance, graduation rates, etc., how the program is helping revitalize a high-poverty city, and how it can serve as a model for policymakers interested in pursuing free college programs.
