
The Upjohn Institute consults with local communities and states around the design, feasibility, and cost of place-based scholarship programs. We conduct the following activities:
- Consultations: We meet with stakeholders involved in designing Promise programs in their own communities and states.
- Cost Estimates: We have developed models to forecast the cost of local and statewide Promise programs, across different features.
- Feasibility / Design Studies: We conduct feasibility, design, and/or impact studies. These projects range in scope from short-term analyses that take a few months to longer-term studies.
- Evaluations and Impact Studies: We can undertake short- or long-term impact studies of Promise-type programs once under way, examining effects on K-12 enrollment to postsecondary success to local property values.
