Tim Bartik comments in NYT article on Foxconn's new plans for its Wisconsin facility

Bartik explains how the State of Wisconsin may still be on the hook for part of the incentives offered to Foxconn, even though the electronics giant may not be creating as many jobs as initially promised. Bartik concludes the article by saying "[It could mean that] this project will end up mostly being a R&D operation in Madison, with a much smaller factory in southeast Wisconsin."
