On April 6, the U.S. Department of Labor released a progress report to the President and to the Congress titled "Implementation of the Short-Time Compensation (STC) Program Provisions in the Middle Class Tax Relief and Job Creation Act of 2012." The report is co-authored by Institute visiting scholar Stephen Wandner.
