More grads attend public four-year colleges due to the Kalamazoo Promise

The chart below shows the percentage of Kalamazoo Public Schools graduates who enrolled at a Michigan, public four-year university within six months of high school graduation, by Promise eligibility and class year. We simulate eligibility for pre-Promise cohorts using the same rules had the Promise existed for them. While there is a roughly three percentage point increase for those not eligible for the Promise scholarship, there is a 15–17 point increase for the eligibles. This suggests a Promise effect of 12–14 percentage points (statistically significant) on attending a Michigan, four-year school.
