JTPA Standardized Program Information Report

1993-1999

Purpose

The US Department of Labor (USDOL) used the JTPA Standardized Program Information Report (SPIR) to obtain information about individuals participating in programs under Title II-A, Section 204(d), Title II-C, and Title III of the Job Training Partnership Act.

Data Summary

The JTPA provided job training services and vocational education programs for the economically disadvantaged, dislocated workers, and other individuals likely to face employment barriers. The individuals covered by the PY 99 SPIR are those who terminated participation during program year 1999 (July 1, 1999, through June 30, 2000) and during the last quarter of PY 98 (April 1, 1999, to June 30, 1999), for a total of five quarters of data.

The SPIR data are divided into separate files for Title II-A, Section 204(d), Title II-C, and Title III participants. The data for each terminating individual include:
  • Demographic characteristics (date of birth, gender, race/ethnicity, and disability status, education status)
  • Program participation
  • Welfare receipt
  • Reading and math skills
  • Labor force status
  • Type and extent of training received
  • Receipt of supportive services
  • Attainment of skills
  • Employment outcomes
  • Follow-up information
The follow-up information comes from a telephone survey conducted 13-weeks after completion of the program for the Title II-A, Section 204(d), and Title III participants. Due to the 13 week lag, follow-up data are available only for the first four quarters of data, from April 1, 1999, to March 31, 2000.

Each of the four individual level SPIR files contains 145 variables, and the number of observations varies from 14,762 to 247,638. In addition to the individual level files, the data for each title of participation have been aggregated to the service delivery area (SDA) and state levels. These four files vary in size with the largest file containing 211 variables and 560 observations.
